As balcony solar systems gain traction across Europe and parts of the United States, a Calgary-based coalition is pushing for regulatory changes to make small, plug-in solar systems easier to adopt in Canada.
The Calgary Climate Hub, alongside Climate Reality Canada, City Centre Chapter of Calgary ACORN, and the Norfolk Housing Association, have launched a campaign aimed at expanding access to plug-in solar units, also known as balcony solar. The initiative serves renters and condo residents who have historically had fewer opportunities than homeowners to participate in small-scale renewable energy generation.
Balcony solar is technically legal in Alberta, Jared Blustein, executive director of Calgary Climate Hub, told participants on a call earlier this week. The problem, he added, is that existing rules sometimes still require approvals, interconnection studies, or electrician involvement, making the systems financially impractical.
Barriers vary by province, but advocates say a common challenge exists across Canada, where small plug-in solar systems often face unclear regulations and, in some jurisdictions, are treated similarly to larger rooftop solar installations.

Blustein pointed to examples of progress in the United States, where policymakers have reduced barriers to balcony solar. In Colorado, legislation passed in 2026 prevents homeowners' associations and landlords from banning certain qualifying plug-in solar systems. Similar efforts are under way in other U.S. states as regulators develop frameworks for balcony solar adoption.
People in the U.S. have been asserting their right to charge-the right of tenants or condo owners to install EV charging in their building, Blustein said. Now, they've begun expanding those right-to-charge policies to balcony solar systems.
The Calgary coalition emerged organically through discussions with housing advocates, climate organizations, and community groups. Those conversations revealed a growing interest in balcony solar across multiple provinces. The coalition is focused on building support among housing groups, tenant organizations, retailers, and policymakers. Organizers are also contacting potential distributors, including major retailers like Canadian Tire and IKEA, in an effort to demonstrate growing consumer demand.

The coalition will identify opportunities in Calgary and beyond to support plug-in solar as a way to strengthen community energy security, reduce household energy costs, and improve resilience during extreme weather events.
Advocates argue the technology is already available and being adopted elsewhere. The challenge, they say, is adapting regulations to accommodate it.
"We're not trying to reinvent any wheel, we're just trying to copy what's existing already in other places," said Blustein.
